קבלת רישיון לקנאביס רפואי

 זה שהקנאביס הוא תרופה והוא עוזר ומציל בזה אין שום ספק על פי כל צדדים בסיפור, אך בישראל זה לא בהכרח דבר קל להשיג רישיון לקנאביס רפואי למרות שהוא לכשעצמו יכול מאוד לעזור.
התהליך להוצאת רישיון קנאביס רפואי בארץ מתרחש בצעדים האלה (נכון לרגע כתיבת שורות אלו).

במסגרת הרפורמה למדיקליזציה ננקטו פעולות על מנת לייעל ולזרז את תהליך הרישוי לשימוש בקנאביס רפואי. במסגרת הרפורמה הועבר חלק מהטיפול המנהלתי לחברה חיצונית וכך הוקם ממשק ממוחשב המאפשר לרופא המומחה ולמטופל להזין ישירות את המסמכים הרפואיים.
לאחר בדיקתם ואישורם יוכלו המטופלים להדפיס את הרישיון והוראות המסירה ואיתם לגשת לבית המרקחת לצורך רכישת המוצר. 

ניתן לפעול בשתי דרכים לקבלת רישיון להחזקה ושימוש בקנביס רפואי, למטופלים העומדים בקריטריונים המפורטים בנוהל 106 – רישיונות לשימוש בקנביס מסמך pdf:

באמצעות רופא המוסמך על ידי היק”ר להנפיק רישיון לקנאביס רפואי במעמד הביקור: 

מטופלים יוכלו לגשת בעלות של ביקור במרפאת חוץ לאחד מהרופאים שהוסמכו והורשו על ידי היק”ר להנפיק רישיונות לקנביס רפואי. במידה והרופא המוסמך יחליט לאשר טיפול בקנביס רפואי, הוא ינפיק רישיון במעמד הביקור (וכן ינפיק “הוראות מסירה” לבית המרקחת = “מרשמים”). מרגע הנפקת הרישיון יוכלו המטופלים לרכוש את הקנביס הרפואי באחד מבתי המרקחת המורשים.
רופאים אלו מורשים להנפיק רישיונות במסגרת הרפואה הציבורית ואינם מורשים להנפיק רישיונות בביקור פרטי או במסגרת שר”פ.

למטופלים אונקולוגים קיימת האפשרות לקבל את השירות במחלקות האונקולוגיות שבבתי חולים המאפשרים זאת.

הגשת בקשה מקוונת ליק“ר על ידי רופא מומחה:

רישיון לקנביס רפואי

מטופלים יוכלו לגשת לרופא מומחה בתחום האינדיקציה הרפואית הרלוונטית. במידה והרופא הנ”ל יחליט להמליץ על הטיפול בקנביס רפואי – ימלא הרופא בקשה באמצעות הגשת בקשה מקוונת ויצרף אליה מסמכים נדרשים במעמד מילוי הבקשה כמפורט בהנחיות לרופאמסמך pdf. שימו לב, יש לצרף מסמכים מסוג PDF בלבד.
לאחר הביקור וככל שיידרש, יוכלו המטופלים להוסיף מסמכים ישירות למערכת באמצעות קישור ייעודי למערכת. קישור זה יישלח למטופל כמסרון לטלפון הנייד אשר הוזן בטופס הבקשה. 

בנוסף, יוכלו המטופלים לבצע באמצעות הקישור פעולות נוספות במערכת כמו הוספת או שינוי מיופה כח, שינוי כתובת ועוד, ללא צורך לחזור לרופא.
לאחר שכל החומרים הנדרשים יתקבלו ביק”ר, הבקשה תועבר לבחינת רופא ביק”ר, בעל הסמכת “מנהל” לפי פקודת הסמים המסוכנים, ולקבלת החלטה בבקשה.
לאחר הבחינה, הרישיון ו/או מכתב התייחסות לבקשה יישלחו באמצעות הדואר האלקטרוני שהוזן בטופס הבקשה ישירות אל המטופלים ואל הרופא המטפל.

בקשה לדיון חוזר.

ניתן להגיש בקשה לדיון חוזר בנוגע להחלטה שניתנה. הבקשה תועבר לדיון בנוכחות שני רופאים מומחים ביק”ר. 
את הבקשה לדיון חוזר יגיש הרופא המטפל באמצעות טופס בקשה לדיון חוזר / ערר.

אופן רכישת קנאביס רפואי. 

במטרה להקל על המטופלים ולקצר את התהליכים, רכישת מוצרי הקנביס הרפואי תתבצע בבתי המרקחת המורשים למכירת קנביס רפואי.
לתשומת לבכם: מטופלים בעלי רישיון בר תוקף יוכלו להמשיך ולרכוש את הקנביס אצל הספקים, על פי רישיונם, או לפנות ליק”ר בבקשה לחידוש רישיונם ולהסבתו לרכש הקנביס בבתי מרקחת.

לאחר חידוש הרישיון רכישת מוצרי הקנביס תתבצע בבתי המרקחת המורשים.

ועוד מגוון התוויות המשתנות מעת לעת.
רשימת ההתוויות היא מדויקת ומוגדרת בצורה ברורה, אך לא כל המצבים הרפואיים שקנאביס יכול לעזור להם אכן נמצאים בתוכה. לכן, גם אם אינכם עומדים בקריטריונים לקבלת רישיון קנאביס רפואי, אפשר תמיד להגיש בקשה חריגה.
בקשה לקבלת היתר לשימוש בקנאביס עבור מטופלים שמצבם או מחלתם אינה בין ההתוויות, ידונו בוועדת חריגים של היק”ר לאחר שהרופא הממליץ ינמק בצורה מפורטת ובצירוף אסמכתאות רפואיות מקובלות, את הבסיס לסברה כי השימוש בקנאביס עשוי לסייע למטופל.

הנחיות ואיסורים לשימוש בקנאביס רפואי – משרד הבריאות – מקרים בהם שימוש בקנאביס רפואי אינו מומלץ:

  • המטופלת מתכננת היריון, בהיריון או מניקה.
  • קיימת או מתפתחת רגישות (אלרגיה) לקנאביס.

בדיוק כמו שישנה רשימה של התוויות מאושרות שהופכות חולה לזכאי לרישיון קנאביס, ישנה רשימה מקבילה של “התוויות נגד”, אשר אינן מאפשרות שימוש בקנאביס ומהוות מניעה אוטומטית להגשת הבקשה עבור חולה מסוים.
